Товары и платные услуги, потребление которых сокращается с ростом доходов покупателей в отличие от нормы, когда чем выше доход, тем больше спрос: для этих благ эластичность спроса от доходов является отрицательной. Определение «низшие» или «низкокачественные» здесь не относится собственно к качеству данных благ — а только к спросу на них. Иногда, поэтому, их называют не низкокачественными, а «второстепенными». Например, с ростом доходов семьи снижается ее потребление карамельных конфет (пусть даже хороших) и увеличивается — шоколада. К Н.б. могут относиться: картофель и хлеб, ремонт чулок и керосинок и т.д. Ср. Веблена парадокс, Гиффина товары, Нормальные блага.
